Assistant Professor Infrastructure Planning
PhD candidate at the Kennisplatform Leefbaar en Kansrijk Groningen, studying the social consequences of gas extraction in the region. The Kennisplatform is an institute that gathers and shares relevant knowledge and research for social policy in Groningen. We aim to stimulate collaborations in the area and to create more attention for societal impact. We bring people and knowledge together in the hope of contributing to a society where industry, state and society are in harmony.
My research explores avenues to reconciliation between groups in the aftermath of gas extraction in the province. I focus on intergroup relations, for example between industry, residents, the government, and science.

Lucas works for the department of Constitutional Law, Administrative Law & Public Administration as a PhD Researcher. He holds a bachelor's degree in International and European Law, and two master's degrees, both with Cum Laude distinction, in Global Criminal Law and Governance and Law in Digital Society. Throughout his studies, Lucas gained valuable knowledge and experience in the area of the digitalization of the public sector and the legal and organizational questions that arise in this context. Lucas has extensive knowledge on the topics of the digitalization of supervision and enforcement, algorithmic decision-making, and the regulation of digital technologies. Lucas is specialized in the areas of human rights law, international criminal law, international and European law, and administrative law. 

Lucas's research focuses on risks of discrimination that arise through the use of algorithmic decision-making and AI, and the mitigation of these risks, in law enforcement agencies in the Netherlands. In this context, Lucas considers several themes such as current and future legislation, ethics in AI and algorithmic decision-making, operationalization and implementation of legal and ethical principles, as well as risk mitigation strategies adopted by law enforcement agencies seeking to comply with such principles. His research is part of the empirical legal studies program, and as such combines qualitative and legal research methods. Alongside his research, Lucas teaches the course Administrative Law and Market Regulation.

My research focuses on the conditions under which governance arrangements lead to the reduction of vulnerability and the enhancement of resilience of people exposed to climate-related and other hazards.  It has involved mainly a comparative approach whereby case studies are drawn from contexts as diverse as South-East Asia, Sub-Saharan Africa and Europe.  Characterised by mixed qualitative and quantitative methods and co-production with local partners, my research is ultimately informed by a disciplinary background rooted in political science, law and sociology.

I am an Assistant Professor of Infrastructure Planning, Governance & Methodology at the University of Groningen (2016—current). I am affiliated with the Department of Spatial Planning and Environment of the Faculty of Spatial Sciences. I am program coordinator of the Bachelor Spatial Planning and Design of the Faculty of Spatial Sciences and of the research program Sustainable Road Infrastructure between Rijkswaterstaat and the University of Groningen. I am also supervisor and co-promotor on multipe PhD research projects. Since 2018, I am editorial board member of Public Works Management & Policy. I have a PhD in Public Administration from Erasmus University Rotterdam (2015). Previously, I worked at the University of Bamberg (2015—2016) and at Erasmus University Rotterdam (2009—2015). I also held visiting research positions at Rijkswaterstaat and the Bertelsmann Foundation. My research focuses on the design, implementation, and outcomes of collaboration in cross-sector governance networks, with a particular focus on Public-Private Partnerships (PPPs) in infrastructure planning. I am also specialized in comparative methods, in particular Qualitative Comparative Analysis (QCA). Current main projects focus on the performance advantage of PPPs, the collaborative advantage of PPPs, and on boundary spanning in infrastructure planning. I have published many articles on these topics, as well as multiple books.
