To meet climate targets, numerous wind and solar projects must be developed in the Netherlands. The Dutch government aims to promote financial participation in order to foster public support for these projects. Dorien Bakker’s dissertation focuses on local resident schemes and community benefit funds, two forms of financial participation. Local resident schemes and community benefit funds enable local residents to share in the project's revenues without making personal investments.

The arrangements are developing in practice, outside the realm of public law. Bakker has analyzed the legal framework surrounding local resident schemes and community benefit funds, and how these arrangements relate to statutory instruments under the Dutch Environment and Planning Act (Omgevingswet). Next to that, she examined the limits of governmental steering upon local resident schemes and community benefit funds. She also explored the regulation of similar arrangements in Denmark and drew lessons from this.
