Bröring, Prof. Herman

Herman Bröring is Professor of Administrative Law at the Faculty of Law. He studied Dutch law (specializing in private law, public law, and socio-economic law) at the University of Groningen. Bröring is regarded as a versatile and authoritative scholar. He is also known as an analytical and insightful lawyer and an enthusiastic and committed lecturer. Since 2021, he has been a Professor by Special Appointment of Constitutional and Administrative Law at the University of Aruba.
In recent years, he has focused in particular on four areas: soft law, law enforcement, administrative law of the Caribbean countries and territories of the Kingdom, and mining damage in Groningen. Bröring is known for his strong social engagement, particularly with regard to decision-making concerning wind farms, Lelystad Airport, and gas extraction issues in Groningen. As an adviser, he was closely involved in the drafting of the Groningen Mining Damage Decree, and he advises both the Ministry of Economic Affairs and Climate Policy and the Province of Groningen on matters including the gas dossier and the damage protocol.
Furthermore, as a native of Groningen, he likes devoting his spare time to the language and culture of Groningen, and has as a result held various board positions aimed at strengthening Groningen’s cultural identity. He has also made an enormous contribution to the University of Aruba, both in teaching and in research. For instance, he played a crucial role as supervisor for the very first PhD defence at this university.
