R.C. (Ruven) Fleming, Dr

Dr. Ruven Fleming is Assistant Professor of Energy Law at the University of Groningen and working as Project Manager on hydrogen projects at the German Fuel Institute (DBI), TU Freiberg, Germany. He is Visiting Associate Professor at Macquarie University, Sydney, Australia and at the TU Berlin, Germany. Dr. Fleming`s research interest is energy law, with a particular focus on hydrogen, `unconventional´ forms of energy production, renewable energy and energy investment and trade law.

Dr. Fleming is an editor of the standard reference work`Encyclopedia of Energy Law, Climate Change and the Environment´(Edward Elgar Publishing, 2021) and a number of other energy law books. He also authored the monograph `Shale Gas, the Environment and Energy Security` (Edward Elgar Publishing, 2017) and wrote numerous book-chapters as well as articles in international law journals. Dr. Fleming is member of the editorial board of the Elgar European Energy & Climate Journal. He advises governments and national parliaments on energy law-related issues.

Dr. Fleming received grants from the European Commission, NWO (Dutch Science Organization) as well as other European or national organizations for various research and educational projects that he either led or participated in. Dr. Fleming is Scientific Coordinator of the Groningen Center of Energy Law and Sustainability (GCELS), Secretary of the North Sea Energy Law Partnership, Member of the IUCN World Commission on Environmental Law, Member of the Operating Committee of the International Association of Energy Law, frequent speaker at events of the Dutch Association for Energy Law and Reviewer for public funding bodies and international publications.

Dr. Fleming undertook undergraduate law studies in Germany at the University of Marburg and went on to conduct Russian language studies at Moscow State University Lomonossow/Russia as well as gaining work experience at a Russian/German law firm in Moscow. Prior to the commencement of his research in Groningen, Dr. Fleming received a Master in Oil and Gas Law (LL.M) as well as a PhD in law from the University of Aberdeen, UK. He may be contacted in English, Russian, German and Dutch.
