R.C. (Ruven) Fleming, Dr LLM

R.C. (Ruven) Fleming, Dr LLM

Dr. Ruven Fleming is an Assistant Professor of Energy Law at the University of Groningen and a Visiting Lecturer at the TU Berlin, Germany. Dr. Fleming`s research interest is energy law, with a particular focus on hydrogen, `unconventional´ forms of energy production, renewable energy and energy investment and trade law. He is working on hydrogen projects at the DBI Gastechnology Institute of the TU Freiberg, Germany. 

Dr. Fleming is an editor of the standard reference work`Encyclopedia of Energy Law, Climate Change and the Environment´(Edward Elgar Publishing, 2021) and of `Sustainable Energy Democracy and the Law´(Brill Publishing, 2021). He also authored the monograph `Shale Gas, the Environment and Energy Security` (Edward Elgar Publishing, 2017) and wrote numerous book-chapters as well as articles in international law journals. He advises governments and national parliaments on energy law-related issues.

Dr. Fleming undertook undergraduate law studies in Germany at the University of Marburg and went on to conduct Russian language studies at Moscow State University Lomonossow/Russia as well as gaining work experience at a Russian/German law firm in Moscow. Prior to the commencement of his research in Groningen, Dr. Fleming received a Master in Oil and Gas Law (LL.M) as well as a PhD in law from the University of Aberdeen, UK. 

Dr. Fleming is Secretary of the North Sea Energy Law Partnership, member of the IUCN World Commission on Environmental Law, member of the Operating Committee of the International Association of Energy Law, frequent speaker at events of the Dutch Association for Energy Law and reviewer for public funding bodies and international publications. He is recipient of grants by the NWO (Dutch Science Organization) and the German Friedrich Ebert Foundation. Dr. Fleming may be contacted in English, Russian, German and Dutch.
