These potential vulnerabilities make it clear that regulation is necessary to prevent abuse and insecurity. The complexity of this technology calls for well-considered policy, interdisciplinary cooperation and a rethinking of concepts such as responsibility and safety. Existing legislation does not yet adequately address these issues.
