prof. mr. dr. K.J. (Kars) de Graaf


Kars de Graaf is the chair of the Department of Constitutional Law, Administrative Law & Public Administration since October 2020. He started at that department in 1999 as a PhD candidate and became a university lecturer in 2003. Kars obtained his PhD on 2 December 2004 from Prof.dr. D.A. Lubach and Prof.dr. H.E. Bröring on a comparative law study into the possibilities and consequences of settlements in administrative law proceedings. From 2008, he was associate professor and, since September 2019, professor of Public Law and Sustainability.
Kars is president of the VMR, the Dutch Association of Environmental Law, editor of the Review of European Administrative Law (REALaw), editor of the Journal of Environmental Law (TO) and annotator of the Dutch journal Milieu en Recht. He is also a deputy judge in the North Netherlands District Court.
Kars is a lecturer for the Grotius Academy (General administrative law) and the SSR (Actualiteiten bestuurs(proces)recht en schadevergoeding, basis) and regularly provides training, talks and courses.
