Aletta Jacobs Prize 2014 for UN Under-Secretary-General Noeleen Heyzer

The Aletta Jacobs Prize 2014 has been awarded to Noeleen Heyzer, Under-Secretary-General at the United Nations and Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). She has been awarded the prize in recognition of her efforts to improve the treatment of women, particularly in Asia. The prize will be presented by the Rector Magnificus of the University of Groningen, Elmer Sterken, in the presence of the Minister of Development Cooperation Liliane Ploumen. This is the first time that the Aletta Jacobs Prize has been awarded to someone who is not Dutch.

According to Prof. Hans Hogerzeil, withdrawing provisions such as modern contraceptives for young women aged 21 to 25 from the basic healthcare package is a violation of the Human Rights agreements which the Netherlands has signed. Dat zegt Joost Herman, universitair hoofddocent Internationale Betrekkingen en Internationale Organisatie aan de Rijksuniversiteit Groningen. Herman pleit moet allen voor handhaving van het huidige budget voor ontwikkelingshulp, hij wil daarnaast een groter deel van het geld voor noodhulp besteden aan preventieve programma’s die natuurrampen en gewapende conflicten moeten voorkomen. The effectiveness of development aid benefits from field experiments. Before a development programme is implemented on a large scale, whether or not it will work should be tested on a small scale using what is known as a randomized intervention. Such interventions, where there is often close collaboration between academics and NGOs (non-governmental organizations), provide a much clearer picture of what works and what does not, according to economist Prof. Robert Lensink of the University of Groningen.
