Prof. Heinrich Winter appointed chairman of WODC research supervisory committee

Heinrich Winter , Professor of Public Administration at our Faculty, has been appointed chairman of the supervisory committee for the WODC study ‘Explanatory Factors for the Volume of Youth Protection Measures (JB) and Youth Rehabilitation (JR)’.

Fewer Youth Protection and Youth Rehabilitation measures

From various sources, there has been a national decline in the volume of Youth Protection (JB) and Youth Rehabilitation (JR) measures since 2019. This decline can be seen at various points in the chain, from requests for investigation (TVO) to inflow into closed institutions (GI). At present, the decline can hardly be explained and future developments cannot be predicted.

Gaining insight into explanatory factors

Insight into (possible) causes and explanations for changes in the volume of JB and JR is necessary to be able to make scenarios of future developments in these numbers and respond to them. The aim of this study is therefore to gain insight into explanatory factors for the decreasing inflow into the chain and other volume developments. If possible, the researchers also want to forecast future developments.

The research consists of two parts: an exploratory qualitative part and a quantitative part leading to a synthesis of the two parts. It is conducted by a team of researchers from Leiden University, led by Prof. Mariëlle Bruning.

Involved in other WODC studies

This is not the first time Winter has collaborated on a WODC study. He has chaired a WODC supervisory committee on several occasions, including research focused on the evaluation of the Remote Gaming Act (online gambling).
