Edwin Woerdman comments upon Commission proposal emissions trading

Dr Edwin Woerdman has been asked to comment upon the recent proposal by the European Commission on emissions trading after 2020, in the Dutch 'Nieuwsbrief Emissiehandel' (Newsletter Emissions Trading). Woerdman supports a lower emissions ceiling, but criticizes the allocation of emission rights based on production data.
