Why are there several types of tuition fees?

The Dutch government will fund one Bachelor’s degree and one Master’s degree per student who have the nationality of a country from the EU/EEA, Suriname or Switzerland. These students pay the statutory tuition fees for their degree programmes.

The University does not receive a government subsidy for students who wish to gain a second degree at the same level as their first on, and for students who do not meet the nationality requirements. These students pay the university tuition fees for their degree programmes.

The University of Groningen has based its university tuition fees on the shortfall created by the lack of government funding. The Board of the University presents the university tuition fee levels to the University Council for advice on an annual basis.

What are the consequences if my personal situation changes?

Changes in your personal circumstances can have consequences for the tuition fees that you have to pay.

1. You are awarded a Bachelor's or Master’s degree, but you do not terminate your registration for that Bachelor's or Master’s degree programme, then you pay the statutory fees for that registration for the remaining part of the academic year.
2. At the time of registration for a degree programme, you satisfy the conditions of statutory tuition fees, but at some point during that academic year you no longer satisfy the nationality requirement. For the rest of the academic year you pay the statutory tuition fees for registration for that degree programme.
3. If you are charged university tuition fees II at the time of registration, but believe that you satisfy the conditions of statutory tuition fees, you can make a request to have your tuition fees converted to the lower rate through the Immigration Service Desk.
4. If you, at the time of registration for a degree programme, do not satisfy the conditions of statutory tuition fees, but during that academic year will satisfy the provisions of nationality requirement, you may submit a request to the Immigration Service Desk for the conversion of the University tuition fees into statutory tuition fees. The request must be submitted during the same academic year in which the conditions are satisfied. It is not possible to convert tuition fees with retrospective effect for previous academic years. Conversion to the statutory tuition fees will occur as of the first of the month following the month in which the conditions were satisfied.

The Dutch government is halving tuition fees for first-year students in higher education who pay the statutory (EU) tuition fees.

Academic year 2023-2024

Those who meet all the conditions will pay in the 2023-2024 academic year:

• Regular full-time bachelor programmes: € 1,157 instead of € 2,314
• Part-time and dual bachelor programmes: € 852 instead of € 1.703
• Bachelor University College Groningen en Campus Fryslân: € 3,431 instead of € 4,588

Academic year 2024-2025

The halving of statutory tuition fees will be discontinued as of 1 September 2024. From the 2024-2025 academic year onwards, you will pay the full tuition fees that applies to you.

Additional year halving of tuition fees for teacher training

Students who register for a teacher training bachelor or master for the first time are eligible for a second year of reduced fees.

If you were registered for a teacher training bachelor of master on 1 September 2023, you are entitled to the second year of reduced fees in the 2024-2025 academic year.

• Full-time teacher training: € 1,265 instead of € 2,530
• Part-time and dual teacher training: € 913 instead of 1,863

If you enrol after 30 September, you will not have to pay the tuition fees in full. Instead, you pay 1/12 of the fees for each remaining month in the academic year.

Please note!
In the months that you are not registered

• you are not allowed to attend lectures and to take an examen.
• you are not entitled to a student grant of DUO or the student travel card.

You may follow one Bachelor’s and one Master’s degree programme at a government-funded institution for the statutory tuition fees on condition that you satisfy the nationality requirement.

If you want to follow a second Bachelor’s or Master’s degree programme, you will in principle have to pay the higher university tuition fees II set by the University of Groningen from the moment you graduate from your first Bachelor’s or Master’s degree programme.

When do you qualify for statutory tuition fees for a second Bachelor's or Master's?

• If you have been simultaneously enrolled in two Bachelor’s or two Master’s degree programmes. When you finish the first programme, you are allowed to continue with the second degree programme for the statutory tuition fees . You will, however, have to remain continuously registered from the moment you gained your first degree and satisfy the nationality requirements.
• If you have earned a Bachelor’s or Master’s degree at a government-funded institution in the Netherlands and you enrol for the first time in a Bachelor’s or Master’s degree programme that results in a grade one or grade two teaching qualification or a Bachelor’s or Master’s degree programme in the field of health care, you will qualify for statutory tuition fees on condition that you satisfy the nationality requirements.
  
  This means that if you gain a degree in the field of teaching or healthcare, you are not allowed to follow a second degree programme in healthcare for the statutory tuition fees, but will have to pay the university tuition fee II.

In what situation will you pay a fee?

• If  you have a HBO Bachelor’s degree and are following a Pre-Master’s programme worth no more than 60 ECTS credit points at the University of Groningen, you will pay a fee .

You can simultaneously enrol in more than one Bachelor’s or Master’s degree programme. Depending on the tuition fees category that applies to the different degree programmes, you will then either have to pay the statutory tuition fees once or separate tuition fees for each programme.

More than one enrolment for statutory tuition fees

If you are registered at a university or a university of applied sciences in the Netherlands for the statutory tuition fees, and you enrol in the same academic year for a second Bachelor’s or Master’s degree programme for statutory tuition fees at the University of Groningen, you will not have to pay tuition fees for the second degree programme, unless the amount you paid for the first enrolment is lower than the statutory tuition fees. In the latter case you will have to pay the difference. You must submit a BBC declaration (proof of payment of tuition fees) with your request for registration.

If you are simultaneously enrolled in a degree programme for statutory tuition fees and a degree programme for which you have to pay university tuition fees , you must pay tuition fees for each separate programme.
