I. Education and work experience

Since February 2013, he has been serving at the Institutes of Science and Development, Chinese Academy of Sciences (One of the first pilot units for China's national high-end think tanks.), where he has held positions as a postdoctoral researcher, assistant researcher, and associate professor.

From September 2008 to January 2013, he pursued a Ph.D. in Engineering (combined Master's and Ph.D. program) at Tianjin University.

From September 2004 to June 2008, he studied for Bachelor's degrees in Engineering and Law at Tianjin University.

Ⅱ. Awards

[1] Zhang Conglin. The proposal on accelerating the formulation of national and environmental management policies for new energy development under the dual carbon goals was awarded the Excellent Proposal of the year 2022 by the National Committee of the Chinese People's Political Consultative Conference and the Third Prize for Participation in Politics and Deliberation by the Central Committee of the China Association for Promoting Democracy in 2022 (national level).

[2] Zhang Conglin. The suggestion on improving the river chief system to promote the management and protection of rivers and lakes in China was awarded the First Prize for Participation in Politics and Deliberation by the Central Committee of the China Association for Promoting Democracy in 2019 (ministerial level).

The proposal on strengthening the public disclosure and sharing of resource and environmental monitoring data was awarded the Second Prize for Participation in Politics and Deliberation by the Central Committee of the China Association for Promoting Democracy in 2020 (ministerial level).

[4] Zhang Conglin. The proposal on strengthening the prevention and control of antibiotic pollution in the Yangtze River Basin was awarded the Second Prize for Participation in Politics and Deliberation by the Central Committee of the China Association for Promoting Democracy in 2021 (ministerial level).

[5] Zhang Conglin. The suggestion on strengthening the urban flood disaster prevention and control system to actively respond to climate change was awarded the Second Prize for Participation in Politics and Deliberation by the Central Committee of the China Association for Promoting Democracy in 2021 (ministerial level).

[6] Zhang Conglin. The proposal on accelerating the ecological protection and high-quality development of the source region of the Yellow River was awarded the Second Prize for Participation in Politics and Deliberation by the Central Committee of the China Association for Promoting Democracy in 2022 (ministerial level).

[7] Zhang Conglin. The suggestion on improving the ecological value realization mechanism of the Giant Panda National Park was awarded the Special Prize for Excellent Achievements in Participation in Politics and Deliberation and Public Opinion Information by the Sichuan Provincial Committee of the China Association for Promoting Democracy in 2023.

[8] Zhang Conglin. The proposal on promoting the construction of happy rivers in China through the comprehensive effectiveness of the river chief system was awarded the First Prize for Achievements in Participation in Politics and Deliberation by the Zhejiang Provincial Committee of the China Democratic League in 2020.

[9] Zhang Conglin. The suggestion on promoting the modernization of the ecological environmental governance system of the upper Yangtze River economic zone was awarded the First Prize for Achievements in Participation in Politics and Deliberation by the Sichuan Provincial Committee of the China Association for Promoting Democracy in 2020.

[10] Awarded as an Excellent Employee of the Chinese Academy of Sciences Strategic Consulting Research Institute in 2015, 2018, 2019, and 2020.
