N.J.L. (Noor) Swart

Noor Swart holds a Research Master’s degree and a Master’s degree in International Human Rights Law, both completed with honours in 2022. She also obtained a Bachelor’s degree in Dutch Law (with honours) and a Bachelor’s degree in Philosophy of a Specific Discipline, alongside the Honours Programme of the University of Groningen.

Since February 2022, Noor has been conducting PhD research at the Department of Legal methods at the Faculty of Law, specialising in the right to freedom of peaceful assembly. During her PhD, she has worked as a policy advisor at the Public Order & Safety Department of the Municipality of Amsterdam and has visited the Max Planck Institute in Freiburg (Germany) and the University of East Anglia in Norwich (England).

In addition, Noor has carried out various research government-funded projects, including a national study on the right to protest in the Netherlands (Swart et al. 2025) and a study concerning protests at politicians' homes (Swart & Roorda 2023). Together with Berend Roorda, Noor also set up the website www.demonstratierecht.nl, for which they were nominated for the Ben Feringa Impact Award 2025.
