Stefan van Tongeren works as a lecturer and researcher at the section Legal Methods of the University of Groningen. With his PhD research, he aims to find a balance between ex-offenders’ right to access to housing on the one hand and the right of others to a safe living environment and quiet enjoyment of their home on the other. The preliminary title of his thesis is Ex-Offenders’ Search for Housing: Closed Doors and Windows of Opportunity. Stefan is currently conducting a study on the social unrest that may follow the return of an ex-offender into society, focusing on the collaboration between local authorities and their partner organisations in preventing or ending such unrest.

As a researcher, Stefan is an active member of, among other things, the EVICT-project, the European Network for Housing Research (ENHR) and the faculty research programme Public Trust & Public Law (PTPL). In his research, Stefan uses both doctrinal and comparative legal research methods as well as (qualitative and quantitative) empirical methods.

Regarding education, Stefan has since September 2022 been working at the Groningen Centre for Legal Skills (GCJV) which aims to continuously develop and improve the skills education within the legal bachelor and master programmes. He is moreover involved with the teaching of various English and Dutch taught courses within the section of Legal Methods.
