Hannah Louise Mulvihill is a PhD researcher in the Governance and Technology science team at the University of Groningen Campus Fryslân.

Her doctoral research, 'Law and ethics of AI-enabled crisis response', sits at the intersection of EU technology law, AI ethics, and crisis management, and is supervised by Prof. Dr Andrej Zwitter, Prof. Dr Oskar Gstrein, and Dr Taís Fernanda Blauth.

Hannah Louise's research is part of AI-COMPASS (Adaptive Intelligence in Crowd Crisis Management through AI-Human Coordination and Ethical Practices), funded by the Dutch Research Council (NWO). The consortium develops real-time decision support systems for crowd crises that take context, behaviour and values into account, with pilots in The Hague and Rotterdam. Its 27 partners include TU Delft, the Dutch Police Force, national and local government, transport operators and technology companies.

In this project, Hannah Louise addresses the legal and ethical concerns of crisis management technologies by combining EU technology law, particularly the GDPR and the AI Act, with applied AI ethics and value-sensitive design. Her research translates regulatory requirements and human values into actionable compliance frameworks and policy recommendations. Her research outcomes are grounded in practice through direct dialogue with industry partners and public authorities through the AI-Compass consortium.

Her work has been published in IEEE Access (2026) and is forthcoming in the Handbook of Politics and Governance of Big Data and AI (2nd ed., Edward Elgar, 2027).

Hannah Louise holds a Master of Laws in Intellectual Property and Information Technology Law from Trinity College Dublin, and a Bachelor of Civil Law from Dublin City University. She has previously contributed to research projects such as the Space Generation Advisory Council's Space Law and Policy Group.

Hannah Louise also lectures Governance and Regulation of Innovation I and AI Ethics and Politics as part of the BSc Data Science and Society programme at Campus Fryslân.

Her research interests include AI governance and regulation, EU technology law, the ethics of digital technologies, and the responsible use of AI for safety, security and resilience.
