A collection of lecture notes from Michael Biehl (Intelligent Systems) have been published by University of Groningen Press in a book called "The Shallow and the Deep - A biased introduction to neural networks and old school machine learning".  

The book offers an accessible introduction to neural networks and machine learning in general. The focus lies on classical machine learning techniques, with a bias towards classification and regression. 

The book is available as open access e-pub (pdf) and non-profit print-on-demand (softcover) from various sources, check Michael's website for some links.
