The report titled “Quickscan Gezondheidszorg asielzoekerskinderen in Nederland” was commissioned and published by the UNICEF-led Working Group on Children in Asylum Seeker Centres (Werkgroep Kind in azc). The central question of this research is how the access to and quality of health care and youth care for asylum-seeking children is organized and functions in the Netherlands. The report is based on desk research and qualitative semi-structured interviews with persons involved in the provision of health care to asylum-seeking children at the policy and practical level. The report highlights central aspects of the legal framework, the responsibilities of different organizations and the financing of health care, relevant supervision and monitoring mechanisms as well as the implementation of health policies and the collaboration of health care providers and other organizations concerned with asylum-seeking children in the Netherlands. The research points to the crucial importance of timely information provision, clear standards and a systematic process of transferal and relocation as well as to the role of schools in the prevention of health issues, to the necessity of preventive health care for the mental health of asylum-seeking children and to the importance of a constructive relationship between the parents of asylum-seeking children and health care providers. It ends with recommendations for improving the current situation and questions for future research on this issue.

Het onderzoek is uitgevoerd en gepubliceerd namens de Werkgroep Kind in azc (penvoerder UNICEF). De centrale vraag van dit onderzoek is: Hoe zijn de toegang tot en de kwaliteit van de gezondheidszorg en jeugdzorg voor asielzoekerskinderen georganiseerd en hoe functioneert deze zorg? Het onderzoek werd uitgevoerd van januari t/m maart 2016. Het bestond aanvankelijk uit desk research en aanvullend daaraan zijn een aantal toegespitste gesprekken met deskundigen van betrokken instanties gevoerd. Het rapport zet de organisatie van de gezondheidszorg op de vlakken van wet- en regelgeving, verantwoordelijkheid, financiering, toezichthouding, uitvoering en samenwerking uiteen en biedt zo een overzicht van hoe de gezondheidszorg voor asielzoekerskinderen in Nederland op dit moment georganiseerd is. Daarnaast wordt ingegaan op de manier waarop de zorg in de praktijk functioneert en wat er volgens deskundigen beter zou kunnen.
Hoewel dit rapport er vanwege de kleinschaligheid van het onderzoek van afziet om gedetailleerde aanbevelingen te doen, zijn uit deze quickscan toch enkele punten duidelijk geworden waarop verbetering mogelijk is en verdere discussie noodzakelijk is. Bijzondere aandachtspunten zijn: het belang van goede voorlichting en informatie, de noodzaak van duidelijke afspraken en helderheid over het proces bij doorverwijzingen en verhuizingen, de rol van scholen in de preventie van gezondheidsklachten, de noodzaak van preventieve zorg voor de geestelijke gezondheid van asielzoekerskinderen en het belang van het betrekken van en goed overleggen met ouders.
