How can parents affected by the Dutch benefits scandal best be helped? Professionals meet at a seminar in Groningen

On 19 June, professionals from the benefits sector gathered in Groningen from across the country for the ‘Benefits Redress Operation’ seminar organised by the Tax Law Section of the University of Groningen.

The benefits system affects millions of households, and the recovery operation is of great importance to tens of thousands of affected parents. Against this backdrop, the seminar focused on current developments within the General Act on Income-Related Schemes (Awir) and legal issues surrounding the recovery operation.

'How do we really help people?'

The special guest was State Secretary for Benefit Recovery, Sandra Palmen. In her address, she emphasised the human dimension of the recovery operation: “How do we really help people? How do we make it as efficient and effective as possible? Are we implementing the law or applying the law? As far as I’m concerned, it’s the latter.”

Palmen spoke about the complexity of the recovery operation and the need to simplify and speed up procedures. She expressed optimism about the completion of the recovery operation and emphasised the importance of cooperation between all parties involved.

During the ensuing discussion, participants shared their practical experiences. Among other things, the discussion addressed the question of how parents can feel heard and supported within the various procedures of the redress process. It was also emphasised that lawyers sometimes fail to recognise the human aspect in child benefit cases.

The seminar not only provided an opportunity for in-depth discussion of the subject matter, but above all for the many professionals working in various roles to support affected parents to come to terms with their situation to meet one another.

Educational video

Following her speech, the State Secretary made a guest appearance in an educational video for students of General Legal Studies. In it, she emphasised what she believes the law is all about: taking the human dimension into account. “The law is about more than simply enforcing the law. Above all, it is about understanding the impact of legislation and regulations on people’s lives. You don’t learn that from books; you have to discuss it with one another.”
