Dr Evgeni Moyakine

Evgeni Moyakine, Associate Professor of IT Law at our faculty, attended a roundtable discussion of the House of Representatives in December 2024. He contributed to the debate on tackling hybrid threats in the Netherlands and the EU.

Various experts

On 18 December 2024, Moyakine participated - together with the experts from the NCTV, the Ministry of Foreign Affairs, the Ministry of Defense and the University of Antwerp - in the roundtable discussion in The Hague. Members of the Dutch House of Representatives’ Standing Committee on Defense were also present. Hybrid threats in Europe were discussed, more specifically the question how to address them in our country and the EU.

Offensive cyberoperations

In his contribution to the discussion, Moyakine emphasized that one of the greatest hybrid threats nowadays is constituted by offensive cyber operations carried out by (or on behalf of) malicious state actors against EU countries. To protect our vulnerable democratic society and prevent a society-disrupting cyberattack, it is therefore essential to enhance the cyber resilience of the Netherlands.

Moyakine’s ‘position paper’ containing his proposed approach and some specific measures can be downloaded via this link:
