Quota-based publishing agreements: 2026 caps expected for Springer, Taylor & Francis, Oxford University Press, LWW and Emerald
Several publishers have quota-based open access agreements. Once the agreed-upon number of open access articles has been published, the national quota is reached and the cost of publishing will no longer be covered centrally.
Based on current publication trends, we expect the following caps to be reached in 2026:

Springer Nature: End of September 2026

Taylor & Francis: Beginning of December 2026

Oxford University Press (hybrid journals): End of August 2026

Oxford University Press (gold journals): Mid October 2026

LWW (Lippincott Williams & Wilkins): Beginning of October 2026

Emerald: Beginning of October 2026
Please take this into account when submitting to these publishers. After the cap is reached, authors may be faced with article processing charges (APCs) unless other arrangements are made.
The dates provided are indicative only as publication trends may fluctuate. We will continue to monitor publication patterns and revise the estimated dates accordingly.
Alternative routes to open access
If your article is accepted after the cap has been reached, there are still ways to make your publication openly available. For example, you can use the Taverne Amendment, which allows you to share the publisher version (version of record) of your article six months after publication via the UG institutional repository Pure. Additionally, your research funder might cover the APC in fully open access journals.
