Reaction to public consultation state aid emissions trading
The State Aid Expert Group of the Groningen Centre of Energy Law has submitted a response as part of the public consultation on the European Commission's proposal to amend the Guidelines on State Aid for Environmental Protection in view of the amended Emissions Trading Directive.
The contribution focuses on the cost benefit analysis underlying the possibility of subsidising in case of indirect carbon leakage (relocation of production to countries outside the EU) as well as the methodology used by the Commission.
