- Roberto Rocca Fellowships are open to students who are citizens of Argentina, Brazil, Uruguay, Colombia, Indonesia, Saudi Arabia, Mexico and Romania
- and who will enter a PhD program outside their own country
- • or who have already begun their studies towards a PhD at a university outside their own country.
- • Application of citizens of these countries living in other countries may be accepted too.
- • Fellowships are awarded on the basis of the student’s academic and professional accomplishments, leadership potential and commitment to the economic and industrial advancement of his or her home country.
- Fellowships are awarded for a period of a year and at the discretion of the Roberto Rocca Education Program, fellowships may be renewed for up to an additional year.
- The award amount will depend on the candidate’s financial need and may be used for tuition, fees and living expenses. But in general Fellowships do not cover all expenses and candidates are encouraged to seek complementary sources of funding.
- Fellows are selected by the Program's Scientific Committee comprising senior managers of the sponsoring companies.
- The program reflects the long-standing commitment of the late Roberto Rocca and the sponsoring companies to supporting education at all levels in countries where the sponsoring companies have a major presence.
The Roberto Rocca Education Program is sponsored by 3 companies: Tenaris, Ternium and Techint.
: Each year the Program awards around 12 to 15 new Fellowships.

In selecting Roberto Rocca Fellows the Scientific Committee evaluates candidates in accordance with the following criteria:
- previous professional and academic experience;
- designated university and department for PhD studies;
- capacity to successfully carry out the proposed PhD project;
- proposed area of PhD research;
- commitment to the economic and industrial development of home country;
- demonstrate capacity to successfully carry out the proposed project;
- alignment with proposed area of PhD research.
