What is the UG doing to promote digital autonomy?
Digital autonomy is not an end in itself, but a prerequisite for a university to make its own decisions about education, research and societal responsibility. That is why the University of Groningen is working to gain greater control over its digital infrastructure, data, and technological choices.

The initiative for greater digital autonomy emerged from within the University of Groningen community. The Alliance for Digital Autonomy (ADA) brings together colleagues from various faculties and services, including the Center for Information Technology, the University Library, and University Services, in collaboration with the Jantina Tammes School. Together, they are developing a comprehensive and sustainable approach to digital autonomy across the university.
Roadmap to 2030
In collaboration with staff and external partner organisations, ADA has developed a roadmap for the period leading up to 2030. This roadmap forms the foundation of the programme and provides direction for the decisions and activities that will be undertaken in the coming years.
The roadmap is built around three core principles:
1) Academic Freedom
Digital systems should support education and research as effectively as possible, while providing the freedom needed for academic independence, innovation and collaboration.
2) Independence
The University aims to retain the freedom to select, configure and manage key digital systems itself, without unnecessary dependence on a limited number of suppliers.
3) Security
For services that process sensitive or confidential information, it is essential that the University maintains full control over data storage, processing and access.
Five action lines
To put this ambition into practice, ADA has formulated five action lines as a guiding framework for the programme:
Policy & governance
Developing clear frameworks, responsibilities and decision-making processes around digital autonomy.
Technical implementation
Exploring, developing and providing digital solutions that give the University greater control and freedom of choice.
Contracts & procurement
Embedding digital autonomy explicitly in tenders, contracts and procurement processes.
Communication & community
Raising awareness, sharing knowledge and actively involving staff and students in the programme.
External collaboration
Working with other academic institutions, governments and societal partners to exchange experience and strengthen joint initiatives.
In collaboration with the University of Groningen community
Digital autonomy is a shared endeavour. That's why the University of Groningen's approach is built on dialogue, collaboration and co-creation, involving the entire UG community from the start.
Faculties, services, researchers, lecturers and support staff each bring their own expertise, needs and priorities to the table. The programme supports this process by sharing knowledge, building connections and providing access to alternative solutions. In this way, decisions emerge that not only contribute to greater digital autonomy, but also align with the day-to-day practice and academic needs of the University.
Together, we are building a digital environment that is secure, future-proof and in line with the values of the University of Groningen.
