Yulia Sergeeva is a second-year PhD Researcher in Energy Law at the Groningen Centre of Energy Law and Sustainability (GCELS) (2025-2029). Her research focuses on legal and regulatory frameworks governing the North Sea energy system and market organisation, with particular attention to offshore wind energy, market design and regulation, and energy infrastructure.

As part of her doctoral research, Yulia examines how legal, regulatory, and market arrangements can facilitate the transition towards a sustainable, flexible, and integrated energy system in the North Sea under the supervision of Dr. Ceciel Nieuwenhout and Prof. Edwin Woerdman. Her research is part of the wider project funded by the Dutch Research Council (NWO), Market Organisation of the Dutch Energy System (MODES).

Yulia holds a Magister Juris (MJur) degree from the University of Oxford (graduated with merit, 2025-2026), an LLM in Energy and Climate Law (2024-2025), and an LLB in International and European Law (graduated cum laude, 2021-2024), both from the University of Groningen.

Prior to joining the GCELS and alongside her studies, Yulia worked part-time as a Junior Legal Advisor at Ocean Grazer BV (2022-2025), a start-up developing an innovative hydro-pumped energy storage solution. She also undertook several traineeship and working student positions in law firms in Amsterdam and Rotterdam, as well as teaching and research assistant positions. Yulia is a recipient of a number of scholarships and awards, including the University of Oxford Law Faculty MJur Scholarship (2025), the RUG Talent Grant (2024), and the ELI Young Lawyers Award (2023).

Through her research and professional activity, Yulia aims to contribute to the development of legal and institutional frameworks that support sustainable energy transition and international cooperation.
