For an equivalent level of the Dutch pre-university diploma (VWO) you will need the following:

Hong Kong Diploma of Secondary Education (HKDSE) with:

Level 3 or higher in Chinese Language, English Language, Mathematics and two elective subjects
Attained in Citizenship and Social Development
