Open access quotas expected to be reached in 2026

Several publishers have quota-based open access agreements, also known as caps. Once the national quotum has been reached, the agreements no longer cover the costs of open access publishing.

After a cap is reached, authors may need to pay article processing charges (APCs), unless alternative arrangements/routes are available. Please keep this in mind when submitting to these publishers.
For alternative options, see the next paragraph.

  • Oxford University Press (OUP): hybrid journals - expected end of August
  • Springer - expected end of September
  • Lippincott Williams & Wilkins (LWW) - expected early October
  • Emerald - expected early October
  • Oxford University Press (OUP): selected full open access journals - expected mid October
  • Taylor and Francis (T&F) - expected early October

 
Alternative routes to open access

If your article is accepted after the cap has been reached, there are still several ways to make your publication open access:

  • The research funder may cover the APC (Article Processing Charges) if a budget for open access publishing is included in your funded research project.
  • You or your department may choose to cover the APC costs. 
  • You can use the Taverne Amendment, which allows the publisher’s version (version of record) of your article to be made available through the RUG institutional repository Pure six months after publication. In this case, publish your article as closed access. The Medical Library will make it openly available at the appropriate time.
    Please note: Research funders such as NWO, ZonMw, and many European-funded research projects do not allow this option.
