Groningen Centre of Energy Law


Within the faculty of law of the University of Groningen the Groningen Centre of Energy Law coordinates all research involving (parts of) the energy sector.

Its research covers the entire energy chain (“from well to burner tip”) and includes all legislation and regulation applying to the production, transmission and supply of energy, the promotion of renewable energy sources, the need to secure energy supply as well as issues concerning climate change and environmental protection.

When:May 14, 2012

On Monday morning the 14th of May between 10:00 - 12:00 AM, the Faculty of Law has the honour of receiving Professor Daniel H. Cole, one of the world’s most renowned property rights scholars. He is Professor of Law and of Public and Environmental Affairs at the Maurer School of Law, Indiana University, Bloomington, USA. He has specialized in land rights, natural resources law as well as energy and environmental law. The lecture will be followed by a multidisciplinary panel and audience discussion.

Location: Hanze Sociëteit, Oude Boteringestraat 19, Groningen. Admission is free.

The Energy Academy Europe is on its way to create an international centre
of excellence on energy education, research and innovation in Groningen. To raise
more awareness among students, we will organize, in cooperation with FC Groningen
and the Energy Valley Topclub, three times a year an event where students meet
with energy professionals to discuss energy related topics. FC Groningen is a
company that is committed to energy en sustainability; this is the reason why we
started this corporation.

The book 'Energy Networks and the Law' provides a clear in insightful overview of the legal challenges this poses in the modern world. The book is edited Martha M. Roggenkamp, Lila Barrera-Hernández, Donald N. Zillman and Iñigo del Guayo.

The European Energy Law Seminar 2012 will take place on 16 and 17 April 2012 in Grand Hotel Huis ter Duin, Noordwijk aan Zee.
When:November 09, 2011

On the 9th of November 2011 a delegation of Groningen Centre of Energy Law and the law firm Dorhout paid a visit to a local biogas producer. The delegates were informed about the entire process of producing biogas: from the separation of domestic waste to the injection of green gas into the grid.

The European Energy Law Report VIII presents an overview of the most important legal developments in the field of EU and national energy and climate change law as discussed at the 2010 European Energy Law Seminar. The report is edited by Martha M. Roggenkamp and Ulf Hammer.

On 24 September 2011 Edwin Woerdman gave a presentation on inefficiencies in the revised rules for EU emissions trading at the 28th Annual Conference of the European Association of Law and Economics (EALE) at the University of Hamburg in Germany (http://eale11.eu/).

On Wednesday 28 September, the Groningen Centre of Energy Law (GCEL) celebrated its fifth anniversary with the conference ‘Five Years of Energy Law in Groningen – Academics meet Practice’. The GCEL was praised by keynote speaker Philip Lowe, Director-General for Energy of the European Commission, and Prof. Sibrand Poppema, President of the Board of the University of Groningen.

From 23 to 26 August 2011, the Honours-college of the University of Groningen and the Groningen Centre of Energy Law (prof. dr. Martha Roggenkamp) hosted and co-organized, in cooperation with the George Washington University Law School (prof. Lee Paddock) and the Law school Fundação Getulio Vargas in Rio de Janeiro (prof. Rômulo Sampaio), the first edition of the summer school on Regulating Sustainable Energy Markets in Groningen.

The Groningen Centre of Energy Law organizes a one day conference in order to celebrate its fifth anniversary. During the last five years the Centre has been involved in a wide range of teaching and research activities. Members of the Centre will present their work jointly with a selection of practitioners who have been supporting the Centre during this period. At the same time the conference will illustrate the developments currently taking place in the energy sector and the role of law in this process.

The latest edition of the Dutch Journal of Energy Law (Nederlands Tijdschrift voor Energierecht) features an article by Hans Vedder on the regulation of smart grids. Smart grids are realised by integrating ICT and electricity networks in a way which enables two-way flows of electricity and a more flexible and "smarter" use of the electricity grid.

The State Aid Expert Group of the Groningen Centre of Energy Law has submitted a response as part of the public consultation on the European Commission's proposal to amend the Guidelines on State Aid for Environmental Protection in view of the amended Emissions Trading Directive.

From the 25th of May until the 27th of May the Groningen Centre of Energy Law hosts a workshop of the Academic Advisory Group (AAG) of the International Bar Association Section of Energy, Environment, Resources and Infrastructure Law. The aim of the workshop is to discuss draft chapters which will be included in a monagraph to be published by the Oxford University Press in 2012.

Prof. Dr Martha Roggenkamp and Dr Avelien Haan participated in the CCS regulatory network meeting of the IEA in March 2011. During these meetings representatives of countries, NGO’s and industry discuss the regulatory issues related to CCS.

On 11 and 12 April 2011 the Dutch Energy Law Association (Nederlandse Vereniging voor Energierecht) is organising the 24th European Energy Law Seminar 2011, in co-operation with the Scandinavian Institute of Maritime Law (Nordik Institutt for Sjorett) and the Groningen Centre for Energy Law of the University of Groningen.

On 24-25 June 2011, the University of Amsterdam will host the third annual meeting of the Society for Environmental Law and Economics. On the second day, Edwin Woerdman will give a talk on the EU greenhouse gas emissions trading scheme titled "Inefficiencies in the Revised Rules after 2013".

The next edition of the Dutch Energy Law Review (3/4 - November 2010) will contain an analysis by Hans Vedder of the recent rulings of the Court of Appeal The Hague (22 June 2010, LJN BM8494, BM8495 en BM8496) on the compatibility with EU law of the Dutch Act on Independent Network Management (INM Act).

From 22-24 November 2010, the sixth edition of the Energy Delta Convention (EDC) took place in Groningen. The EDC is a yearly high-level energy platform for senior business, science and governments. The reuse of depleted oil and gas reservoirs for Carbon Capture and Storage (CCS) was one of EDC's four main topics.

Edwin Woerdman presented a paper on emissions trading for households at the 27th Annual Conference of the European Association of Law and Economics (EALE) that was held from the 23rd to the 25th of September 2010 at the University Paris 2 Panthéon Assas in Paris.

Oscar Couwenberg and Edwin Woerdman have been awarded a research grant from the Energy Delta Gas Research (EDGaR) consortium, in collaboration with Delft University of Technology and ECN.

On 16 September 2010, the Groningen Centre of Energy Law had it's second research seminar in the Allersmaborg. The papers covered topics ranging from creditworthyness and differentiated third party acces to stability as a new framework for energy law. GCEL research plans for the near future, as well as the research strategy were also discussed.

Energierecht op Locatie is een uitgebreide post-academische cursus van het Groningen Centre of Energy Law en Juridische Post Academische Opleidingen van de Rijksuniversiteit Groningen die zich richt op het Nederlandse energierecht vanuit een Europees perspectief. De cursus richt zich op de gehele energieketen “van put tot pit”.

From the 17th untill the 19th of November, the Stockholm Environmental Law and Policy Centre and the Stockholm Resilience Centre hosted the Law for Social-Ecological Resilience Conference: an international and transdisciplinary event at Stockholm University.

On the  12th and 13th of April,  the European Energy Law Seminar was held for the 23rd time in Noordwijk.
