PhD Researcher

Annalies Outhuijse is, as of October 2015, a doctoral researcher at the Department of Administrative Law at the University of Groningen. Under the supervision of Prof Dr Jan Jans and Prof Dr Hans Vedder, her PhD research focuses on the functioning of dispute settlement procedures and the public enforcement of the cartel prohibition in the Netherlands. The Dutch enforcement of the prohibition is currently characterized by very high percentages of challenged and annulled cartel fines. In short, she tries to explain those percentages on the basis of an analysis of Dutch enforcement practice, comparative research with nine other EU Member States and interviews with lawyers, judges and NCAs. For this research, Annalies was a visiting researcher at the European University Institute under supervision of Prof Dr Giorgio Monti.

Both in collaboration with other academics and independently she has carried out multiple studies and published articles amongst others on the subject of Dutch competition law. The topics of her research included the relationship between the decisions taken by the Netherlands competition authority and the recommendations of its advisory committee, the appraisal of these decisions by the court of first instance and the differences between judgements of the administrative and civil courts in competition law cases. Ms Outhuijse gives lectures on enforcement in the Dutch and English version of the master course ‘Competition law’ and tutorials in the second year LL.B course ‘Europeanisation of Public Law’. This latter course, for international students, discusses the effects that European Union law has on the administrative law systems of the European Member States. In 2015, she graduated with an LL.M in Dutch Law specialisation Constitutional and Administrative law (summa cum laude) and the LL.M Research Master (cum laude). Next to her undergraduate and LLM studies, she was a research and teaching assistant at the Department of Administrative law since April 2012.
