The search for materials that show a phase transition triggered by weak external stimulation of light is an important and attractive target for photonic and materials science.  My talk will review experimental evidence indicating that photo-injected local excitation can really trigger an electron-lattice coupled cooperative phenomenon called photo-induced phase transition (PIPT).  I discuss the dynamical nature of electron (spin)-lattice-coupled changes in charge ordered organic


complexes and manganese oxides.  We also review the development of new class of ferroelectric materials with quantum structural fluctuation which shows gigantic lattice deformation under electric field.  Large contribution of the information of dynamical structure under non-equilibrium condition for the design of photonic materials will be demonstrated and discussed in my talk.
