Social and political developments influence the working of democracy. The improvements that are conceived focus on local democracy, where the distance between citizens and government is the shortest. As a direct result, the balance of power can gradually change; from decision- making at the municipality building to joint decisions taken by the people who live in a neighborhood. Power and politics of a neighborhood are often expressed through the discourse of the local residents. That is why this study uses a discourse analysis to investigate how residents of the Oosterparkwijk (A neighborhood in the Dutch city of Groningen) speak about their neighborhood in order to construct the power relations. This research was carried out as a basis for a communication advice to the municipality of Groningen and the local community organizations of the Oosterparkwijk. To do this, 25 interviews were conducted with local residents to discover how they speak and thereby construct the power relations.
