The energy transition takes time.

It is expected that in 2040 oil and gas will still account for an important share of global energy production. Therefore, it is crucial to look at the role of the regulatory authorities in charge of supervising oil and gas exploration and production.

The Offshore Safety Directive adopted by the European Parliament in 2013 requires member states to appoint independent authorities for such tasks. My paper explores which criteria contribute to the independence of oil and gas regulatory authorities not just from a legal perspective but also from the perspective of public administration.
