Omschrijving | Summer School Connected broadening module: Re-Powering the Energy Consumer by Law Destination: Washington D.C., U.S.A and Groningen, the Netherlands Period: August 2019 (Washington D.C.) and approx. April/May 2020 (Groningen) Number of places: 10 Atelier in: Semester 2 (2019-2020) Students contribution: about € 550,- Participation in the atelier from abroad: for a few students Short description: The summer school offers a programme of joint research by students from the Honours College of the RUG and students from the George Washington Law School in the US. The programme is open for law students and a limited number of students from other faculties. The theme of this year’s course is ` Re-Powering the Energy Consumer by Law`. After a brief introduction to the basics of energy law, the course will focus on the shifting role of energy consumers. In recent years the passive consumer of energy evolved into a figure that might actively participate in the production process. The course will reflect on the impact that this changing role has on the law. Issues that will be looked into are energy consumers becoming energy producers (Prosumers), the development of local energy communities, the role that energy consumers are playing in electricity storage and the energy consumers` choices and access to energy (energy poverty). The course will scrutinize what the legal implications of these and other developments are and how energy law can be of help to regulate these new developments. The research focuses on these developments from an EU (Dutch) and US perspective and will be organized in the following way: • In the period February – May the students will be involved in a teaching program (broadening module), which aims at familiarizing the students with the legal issues involved. • Each student will be required to examine in detail one of the above issues in order to be prepared for the RUG summer school. • In August 2018 the RUG and GW students will meet in Washington. During this week the students will be divided into groups consisting of GW and RUG students. Each group will focus on one of the above topics and present the preliminary outcome of their research at the end of that week. • Thereafter the Dutch and US students will turn their papers into an article. These papers will be finalized and presented in Groningen during Spring 2020. • Published articles will be presented at the Petrus Camper Festival in June 2020. |
