The broadening module is intended for students of the Honours College interested in this topic, but it is mandatory for the Honours students participating in the summer school organized by the Groningen Centre of Energy Law and the George Washington Law School in the US. The theme of this year’s course is ` Re-Powering the Energy Consumer by Law`. After a brief introduction to the basics of energy law, the course will focus on the shifting role of energy consumers. In recent years the passive consumer of energy evolved into a figure that might actively participate in the production process. The course will reflect on the impact that this changing role has on the law. Issues that will be looked into are energy consumers becoming energy producers (Prosumers), the development of local energy communities, the role that energy consumers are playing in electricity storage and the energy consumers` choices and access to energy (energy poverty). The course will scrutinize what the legal implications of these and other developments are and how energy law can be of help to regulate these new developments. |
