Omschrijving As individuals, every day we make decisions about the things we do (or not do), the things we buy, how we travel etc. Collecting , structuring, and evaluation of information is often part of these decision-making processes. The same processes are, on a larger scale, also present in spatial planning.

Complexity and uncertainties are intrinsically part of spatial governance processes. Planners try to deal with uncertainties and, often, reduce complexity by doing impact assessments and evaluations studies. Policies and projects about, for instance, infrastructure, housing, energy or climate adaptation are all subject to evaluation studies. The way these studies are designed, strongly depends on underlying theoretical views on policy-making.

This course provides you with knowledge about the smart use of impact and evaluation studies in governance. ‘Smart’ relates to a high performance of methods in governance; the use of innovative methods and available open data and crowdsourced data.

First, the theoretical part discusses the roots and evolution of evaluation instruments, and different characteristics. Second, the course provides you with knowledge about a selection of key methods and instruments applied word-wide. These are Public-Participative-GIS (PP-GIS), Environmental Impact Assessment, Societal Cost Benefit Analysis (CBA), Multi Criteria Analysis (MCA) and the mixed method MCCBA. Third, the question on how to evaluate the final impacts of a realised plan or project afterwards (ex post), will be discussed. Fourth, the course will elaborate on how to make evaluation studies influential and impactful in governance.

Part of the course is a group assignment in which you perform an ex ante evaluation yourself by applying the key methods discussed for a relevant topic. The topic of this year is Student Housing in the city of Groningen. Based on your findings, you will write a spatial policy advice. Spatial data analysis by applying PP-GIS is part of the assignment.

Students are expected to complete the written exam, to actively participate in the lectures and tutorials, and to complete the group assignment.
