09 What are the rules concerning the use of third-party materials that is being published in a closed environment, open only to University of Groningen students.

Answer

In copyright law, there are some limitations on copyright to make it easier to use copyright-protected materials for teaching purposes. However, scanning a complete or large part of a book is not allowed, because for these instances the general applies that requires asking permission from the copyright owner. For the use of short pieces, the law makes an exception. No prior approval is needed, if a reasonable compensation is paid. That is why the Dutch universities have signed an agreement with publishers concerning readers, which also allows for use in closed learning environments. For longer pieces of texts, permission needs to be granted by Stichting PRO. You can find a portal to ask permission and you can find further information on their website.
