Lucas is als promovendus verbonden aan de afdeling Staatsrecht, Bestuursrecht & Bestuurskunde. Hij is afgestudeerd in Internationaal en Europees recht en heeft twee masteropleidingen afgerond, beide Cum Laude, in Internationaal Strafrecht en Juridische Bestuurskunde in Digitale Samenlevingen. Tijdens zijn studie heeft Lucas uitgebreide kennis en ervaring opgedaan op het gebied van de digitalisering van de publieke sector en de juridische en organisatorische vraagstukken die zich daarbij afspelen. Lucas heeft uitgebreide kennis op het gebied van de digitalisering van toezicht en handhaving, algoritmische besluitvorming en de regulering van digitale technologieën. Lucas is gespecialiseerd op het gebied van mensenrechtenrecht, internationaal strafrecht, internationaal en Europees recht, bestuursrecht, en bestuurskunde.
In zijn onderzoek richt Lucas zich op risico's van discriminatie die ontstaan door het gebruik van algoritmische besluitvorming en AI, en de beheersing van deze risico's, bij toezicht- en handhavingsinstanties in Nederland. Zijn onderzoek maakt deel uit van het empirische juridische onderzoeksprogramma en combineert als zodanig kwalitatieve en juridische onderzoeksmethoden.
Naast zijn onderzoek is Lucas docent en coordinator van het vak Administrative Law and Market Regulation for Non-Lawyers. Verder is hij lid van het project Justice, fundamentaL rIghts and Artificial intelligence (JuLIA). Dit project heeft als doel om Europese rechters te voorzien van training en een handboek op het gebied van kunstmatige intelligentie en grondrechten. Dit project wordt gefinancierd door de Europese Commissie.
