After the European Constitutional Treaty did not obtain a majority in referenda in France and the Netherlands, a stalemate arose over the further continuation of the ratification of the treaty. At the European Council summit of June 2007 agreement was reached on the outlines of a reform treaty.
These events triggered some staff members of the Groningen Law Faculty into the endeavor of formulating an alternative text more in accordance with the wishes of the citizens of the EU.
It is this text which we present to you as involved person. And we invite you to make improvements. A European Basic Treaty as an open source project, in which an alternative treaty text comes into being through the voluntary and open contribution of involved citizens of the European Union.

You can navigate on this site with the menu on the left side of the page. Through the reply form, you can propose amendments. For explanatory notes, look to the text proposed by us under ‘Explanatory notes to the project'. For information on the criteria with which proposals must comply, click on Assumptions for the Basic Treaty.
