As a student from Country Group I you do not need a visa or residence permit, but you can be registered at the IND. It is not compulsory, but it is advisable. In some cases you may be asked to present proof of your registration with the IND (e.g. if you want to install a telephone line).
You can make an appointment with the IND yourself, but before you do so you must first register with your local municipality (even if you are not planning to stay for longer than four months).
Nationals of the ‘new’ EU-countries (Bulgaria, Romania) cannot yet register with the IND but can apply for a ‘proof of lawful residence.’
