Menzis Health Insurance

Here is an overview of the Menzis health insurance policy as of 1 January 2012.

Menzis collective health insurance for University of Groningen staff (including foreign staff)

University of Groningen staff members can participate in the Menzis collective health insurance scheme and have their premium deducted from their salary. Participation does, however, depend on the nature and duration of the appointment – on-call staff, for example, cannot participate. In the case of student assistants, the premium is not deducted from their salary but transferred from their bank account if they authorize Menzis in writing to do so and register with the University of Groningen under a separate collective number (see above: 41358).

In the Netherlands, everyone who has a paying job must have health insurance. If you don’t take out insurance, you risk a fine of 130% of the premium from the moment your employment starts. Foreign staff members should be informed of this when they are appointed. It often turns out that these staff members (and student assistants in particular) don’t take out health insurance here because they think that their insurance is covered in their home country.

It is also a good idea to tell foreign staff members with a low salary, for example student assistants, that they can apply for ‘zorgtoeslag’ (care allowance) from the Tax and Customs Administration.

Foreign staff members must take the following actions to qualify for the Menzis collective health insurance scheme:

  • They must be registered in the Municipal Personal Records Database and confirm this in their application.
  • They must enclose a photocopy of a valid passport.
  • If they are from outside Europe, they must also enclose a photocopy of their residence permit. N.B. a ‘beschikking’ (decision) does not suffice.
  • They must complete and sign the application form (don’t forget to fill in a Citizen Service Number!) and submit this to their Faculty’s HR department together with the necessary documents.

If these documents are submitted to the care insurer directly instead of the Faculty HR department, you run the risk of your application not being processed in the right way and not being recognized as a participant in the collective scheme.

Family members of foreign staff can also participate in the collective health insurance scheme in the same way. Menzis will check whether they are registered in the Municipal Personal Records Database.

Family members can thus participate in the collective scheme. An entire family can apply for collective health insurance via the application form.
Family members include:
- children up to the age of 18 (even if they have a full-time job)
- children up to the age of 27 who are following a degree programme and are not married (either living at home or not)
