The Local Consultative Body (LO) is the central organ of consultation between the Executive Board and the unions for staff in public and educational institutions. During meetings of the LO matters are discussed with regard to rights and duties of staff, inasmuch as they have not already been laid down in the CAO (see 2.2.).
The Executive Board may only take a decision after agreement is reached in the LO. The Executive Board should inform the LO of plans for reorganization. Discussions will follow and proposals for a social scheme will be made. There must be a consensus about the social scheme.
