Dr A.J.J. de Hoogh


André de Hoogh is a senior lecturer in International Law at the University of Groningen. He studied Dutch Law at the University of Nijmegen, with a specialization in International Law in his final year. From 1990 to 1995 he conducted Ph.D. research at the same University. In his capacity as researcher he visited the United Nations International Law Commission in Geneva (Switzerland), the Max Planck Institute for Public and International Law in Heidelberg (Germany), and the Office of Legal Affairs in New York (USA). During that period he published on ius cogens, obligations erga omnes and international crimes in relation to the topic of State Responsibility. From August 1995 onwards he held the position of lecturer in International Law at Utrecht University. On 1 October 1998 he transferred from Utrecht University to the University of Groningen. In August and September 1999 he gained experience in the practice of international law, when he acted as an international observer accredited by the United Nations in the East Timor Popular Consultations.
